E-rate is a federal program that provides eligible schools and libraries discounts of 20 – 90% on eligible telecommunications services. The E-rate program is administered by the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC). The program was created as part of the Federal Telecommunication Act of 1996 to ensure that all eligible schools and libraries have affordable access to modern telecommunications and information services. I developed E-rate quotes at AT&T for a few seasons.

Indiana Complaint Case Settled via Negotiation

TCG Communications was an acquired subsidiary of AT&T. The complaint proceeding arose from a dispute resolution I was negotiating. The parties were TCG, whose interests I represented, and Ameritech. TCG filed the complaint when negotiations came to a stalemate. I served as TCG’s main witness. Dispute resolution efforts continued in parallel with the case. Ameritech ultimately paid all amounts due, plus interest, in exchange for TCG withdrawing the complaint.

This is the legislation that paved the way for electric service choice in Illinois. I was involved in the early internal strategy development and a few of the "conceptual introduction" presentations. I was then refocused on preparing Illinois Power’s pricing strategy in an environment of choice - creation of the Market Pricing Manager role.

ALCOA Selects Danville

I take great pride in the part I played to help the City of Danville, IL, convince ALCOA to build a plant in Danville. The project promised hundreds of new jobs to a community in desperate need. This was a big effort that involved a U.S. Senator, the Governor’s Office, railroads, local utilities and a large number of local government and community groups. I actively managed Illinois Power’s pricing proposal from the initial analysis, through negotiations, through regulatory approval and implementation.
